If you cannot open a template in the theme editor, the cause is that no published content of that type exists. Prepare at least one published item.
Each template needs the following published content.

(1) Prepare published content
Create one item from the location in the table above, then publish it.
(2) Open the theme editor again
From the home screen, select "Add app block" on the target row again. If published content exists, you can open the template.
